Quote enough jobs that way and the shop is systematically underpricing the exact work it has the most real cost history on, which is the work it's quoted the most. The jobs with the thinnest margins are often the ones a shop has run a dozen times and feels most confident pricing from gut, precisely because nobody's checked the actual number in a while.
